Temporary Suspension of New Income Qualified Applications – Detroit District
Effective immediately, the Michigan Home Energy Rebates (MiHER) Program is temporarily suspending acceptance of new income qualified customer applications submitted through the MiHER customer portal for properties located within the EGLE Detroit District. This temporary action supports the Program’s responsibility to equitably distribute MiHER funds across the State of Michigan and to remain within established funding allocations while current participation levels are assessed.
Detroit Participation and Funding Status
To date, the Program has received a significant volume of applications from the EGLE Detroit District, including:
- 7,258 income qualified customer applications received
- 1,340 single family projects submitted or reserved funding for Detroit properties.
Single‑Family Project Reservations
- HOMES: $ 8,518,698 reserved
- HEAR: $ 4,650,425 reserved
Pipeline Submissions Under Review
- HOMES: $ 3,720,797
- HEAR: $ 2,053,680
When combined, current reservations and pipeline submissions indicate that EGLE Detroit District single family participation is approaching established program funding caps.
Under MiHER program requirements:
- The HOMES single family funding cap is $ 13,310,031
- The HEAR single family funding cap is $ 12,828,464
- At least ten percent (10%) of total MiHER funds must be allocated to multifamily housing, requiring the Program to actively manage remaining funds to preserve capacity for multifamily projects statewide.
As a result, EGLE Detroit District participation levels are nearing the program’s established funding cap for single family projects. In addition, MiHER program requirements specify that no less than ten percent (10%) of total MiHER funds must be allocated to multifamily housing, requiring the Program to carefully manage remaining funding availability across housing types and regions.
Assessment and Reopening Criteria
During this temporary suspension, the Program will:
- Continue reviewing and processing applications already submitted for EGLE Detroit District properties;
- Evaluate application conversion rates, including the progression of reservations to completed and paid projects; and
- Assess remaining program capacity to support additional EGLE Detroit District projects while maintaining statewide balance and compliance with multifamily funding requirements.
Once EGLE completes this assessment and determines that sufficient capacity exists to take on additional projects in the EGLE Detroit District, the MiHER Program will reopen income qualified applications for EGLE Detroit District properties.
Customer Impact
- No new income qualified applications for properties in the EGLE Detroit District will be accepted during this pause.
- EGLE Detroit District based customers with previously submitted applications that expire during this period will be permitted to reapply once intake reopens.
- Applications submitted prior to this notice will continue to be reviewed in accordance with existing MiHER program requirements.
- This temporary suspension does not constitute a determination regarding customer eligibility or future funding availability.
The MiHER Program appreciates stakeholder cooperation as it works to ensure compliant, sustainable, and geographically balanced deployment of MiHER funds statewide.
